I thought Céline's point was that they HAD got the punctuation wrong. As it stands, it is at best ambiguous. I thought Céline meant that it would really need quotation marks to make it completely correct (Bush: "One of the worst disasters to hit the U.S.").

Or have I got it wrong again? Either way, it made me laugh. Well done for capturing it, Céline!

Actually, it has just occurred to me that it might have been intentional on the part of the captioner...
